A Local Public Agency Property Management Practice Program Review was completed May 20, 2019 by the Federal Highway Administration (FHWA). The purpose of the review was to determine if Local Public Agency (LPA) management of real property assets purchased with Federal-aid funds is being carried out in conformance with federal requirements. There were some compliance issues found from the review. To resolve the compliance issues found, Caltrans developed detailed guidance for monitoring LPA’s property management activities. On April 1, 2021, Caltrans provided training on Real Property Services Compliance Requirements. The training was recorded in front of a live audience via zoom. The training addresses the compliance issues and the recommendations in relating to property management and excess lands activities. Please be sure to view the training as it addresses the new expectations for all the local public agencies as well as for Caltrans Right of Way Local Programs and Caltrans Division of Local Assistance. The recorded training and FAQs are available to view in the California Local Technical Assistance Program (LTAP) website. The LTAP provides subsidized, practical training for
